§ 99.770. Overhead work; exception.

  • In the installation, repair and maintenance of overhead work of all classes, the following requirements shall be complied with, and clearances of wires shall apply as set forth in Section 23 of Part 2 of the sixth edition of the National Electrical Safety Code (NESC), dealing with the construction and maintenance of overhead and underground lines as embodied in Handbook 81 issued November 1, 1961, by the National Bureau of Standards of the U.S. Department of Commerce, copies of which are on file in the offices of the city clerk and city engineer. If for any reason the installation does not meet the requirements, the approval of the city engineer shall be required for the acceptance of such installation. This modification or waiving of the requirements is possible whenever they involve expense not justified by the protection secured or for any other reason are impracticable; or whenever equivalent or safer construction can be more readily provided in other ways:

    (a)

    Clearances of wires from buildings as set forth in Section 234C of Part 2 of the sixth edition of the National Electrical Safety Code (NESC), shall apply, and be applied in accordance with the voltage classification of the supply conductors and the span lengths.

    (b)

    Wires shall not be attached to chimneys nor in any manner interfere with the free use of fire escapes.

    (c)

    No unused poles, laterals or services shall remain after use has been discontinued except in such cases where it is assumed that the use will be reestablished within a reasonable time. When allowed to remain such construction shall be maintained according to the same standards as equipment in service. (Code 1960, As Amend., § 145.030)
