    (b)

In the case of buildings or other premises using high potential service, such service lines must be so arranged and connected that they may be completely disconnected at the pole, by an approved pole switch or cut-out, whereby such high potential wires and apparatus in such buildings or premises may be rendered entirely dead. No person shall make or attempt to make any changes or alterations on such high potential wires or apparatus within such buildings or premises until such wires have been completely disconnected at said pole, switch or cut-out.

    (c)

All persons in the city who may become engaged in installing, operating or maintaining telephone, telegraph, signal, heat, light or power wires or poles, shall at the various places where the workers usually assemble or report for work, keep conspicuously displayed a notice or notices, setting forth the dangers of working on or adjacent to high potential wires and apparatus, as well as simple, concise directions for the use and purpose of protective devices to be used on such work. Each foreperson or supervisor shall frequently demonstrate the use of all safety appliances and not allow any worker to place himself or herself in danger of high potential wires and apparatus until such worker has been thoroughly instructed as to the use of the same.
