No person other than the owner or the authorized representatives of the owner of any
outside electrical installation or the proper officers or employees of the city shall
in any manner interfere with, trespass upon, disturb, change, damage, occupy or use
any said outside electrical installation or part thereof without the written consent
of the owner, except as provided in section 99.660 or as reserved or provided for in any grant, franchise, license or ordinance heretofore
passed by the city council. (Code 1960, As Amend., § 144.090)
