§ 16.350. Finance officer to encumber; effect.

  • The city finance officer shall, at the beginning of every fiscal year and from time to time thereafter, charge against the moneys appropriated to each department under the jurisdiction of the city council, the salaries and other ascertained expenditures and obligations of the year, payable therefrom, which charges shall be known as encumbrances upon the funds appropriated, and only that part of the fund of any department not so encumbered shall be deemed available for additional expenditures. In no case shall the total encumbrances exceed the total sum appropriated by the city council to any department; neither shall the finance officer issue or pay warrants drawn upon funds of any department which are already fully encumbered. The purchasing agent shall not issue purchase orders or sign contracts when appropriations or funds are fully encumbered, and all orders made by the purchasing agent must first be submitted to the city finance officer for entry on the books of the finance officer before being issued.
