Any portion of such charges shall be released by the finance officer from such encumbrance
when changing circumstances require. Such changing circumstances shall be only such
as relate to the readjustment of expenditures within a department and shall be indicated
in writing to the city finance officer by the head of the department affected, certifying
receipt of goods, cancellation of orders, abandonment of purpose requiring goods or
services ordered, or increase or deduction in payroll.
