No person shall use Riverfront Plaza, Cedar-Riverside Plaza, Loring Greenway or any
other plaza-like area owned by the City of Minneapolis except for Peavey Plaza for
any concert, exhibition, commercial venture, organized play or picnic activities,
or for any similar purposes without first obtaining a permit from the city council
