Any applicant for a permit under this chapter shall file an application, on forms
provided by the director of public works, who shall review the application and make
whatever investigation he or she deems necessary. Among other factors the director
of public works should consider in making a recommendation is whether liability insurance
should be required, and if so, how much, and whether a bond should be required, and
if so, how much. The director of public works shall then make a determination as to
whether to issue a permit and as to what conditions, if any, should attach to the
permit. In the event the director of public works determines that a permit shall not
be issued, the director of public works shall report back to the city council, which
