Upon receipt of an application for renewal of a bottle club permit the department
shall refer the application to the police license inspector who, upon having completed
investigation thereof, shall make a report to the city council. The city council may
approve or disapprove said application for renewal provided no application for renewal
shall be disapproved except for cause and after a hearing thereon with ten (10) days'
