All solid waste hauled or conveyed under this article shall be collected and conveyed
so as not to constitute a nuisance and so as to be in full compliance with Chapter 389 and all other applicable provisions of this Code. No person shall cause or permit
any vehicle hauling solid waste or any other waste or noxious material to stand or
remain before or near any public building or before or near any residence, or upon
any street, alley, lot or other public place, for any longer time than is actually
required in the loading, conveying and unloading thereof. (79-Or-162, § 3, 8-9-79;
