Permits specified in (a), (b) and (c) of section PB4-95 shall be issued by the superintendent of parks only upon order of the park and recreation board after board action thereon. Each permit shall be issued upon the special conditions which may be attached thereto by a board action and shall be for such length of time and upon the payment of such dockage fee as the board of park commissioners may determine.
