No owner or keeper of any scale-beam, steelyard, weight or measure, nor such person's
employee, shall make or give a certificate of weight or measure which includes the
weight of a person or thing other than the principal load weighed or measured, for
which the certificate is issued. Any person who violates the provisions of this chapter
shall forfeit the right to use and operate such scale-beam, steelyard, weight or measure.
