When an unusual situation arises in the construction, alteration or wrecking of buildings
which creates a substantial danger or hazard to the public, and when in the judgment
of the building official and the city engineer the provisions of this Code are not
adequate to properly protect the public, or the enforcement of the provisions of this
Code might create danger or hazard to the public, then upon the recommendation in
writing of the building official and the city engineer, the city council may prescribe
additional precautions and safety measures and may direct or authorize deviation from
the requirements of this Code to meet the specific conditions of the project, as may
be deemed necessary for the safety and protection of the public. (Code 1960, As Amend.,
