When any work for which a permit is required pursuant to the building code is to include
any excavation as defined in the Minnesota One Call Excavation Notice System pursuant
to Minnesota Statutes, Chapter 216D, there shall be paid in addition to all other
permit fees for the work, a surcharge as established in the director's fee schedule
pursuant to section 91.70 to compensate the city in respect to its locating and marking of utilities pursuant
