The fee for special inspections of a transitory project, including but not limited
to carnivals, festivals and special events, or for special inspections to be performed
during hours other than the normal working hours established by the city shall require
the payment of an hourly fee as established pursuant to section 91.70, including a minimum specified fee, such fees to be paid to the city treasurer by
the contractor, building owner or agent, or any other person requesting the special
