The provisions of this chapter shall apply to the design, construction, installation,
alteration, repair, maintenance and operation of passenger elevators, freight elevators,
hoists, lifts, dumbwaiters, escalators or any mechanical device or apparatus used
in a fixed position in any building or structure for the purpose of conveying people,
animals, vehicles, merchandise, building material or any other load regardless of
