§ 35.50. Powers and duties.

The committee shall prepare and present its recommendations to the mayor and city council regarding an annual five (5) year capital program, an itemized program for a five (5) year period setting forth the scheduled timing and details of specific contemplated capital improvements by year. The program shall include estimated cost, the need for each improvement, funding source and the financial impact that the improvement will have on the city. The report will consist of two (2) sections to be adopted annually by the city council. The sections of the report are as follows:

Five Year Capital Funding Budget (year 1).

(b)
