This chapter is adopted to promote the recognition, preservation, protection and reuse
of landmarks, historic districts, conservation districts, and historic resources;
to promote the economic growth and general welfare of the city; to further educational
and cultural enrichment; to implement the policies of the comprehensive plan, and
to provide for the administration of this title including the powers and duties of
officials and bodies charged with such administration, the standards for required
approvals and the procedures for its enforcement.
