Rates, for all purposes not hereinbefore named, will be fixed by estimation or meter
measurements, at the option of the director of the water treatment and distribution
services division; provided that no service pipe shall be assessed to yield a revenue
of less than the fixed rate set by city council resolution, however small the quantity
