Pursuant to the authority granted by the legislature in Laws of Minnesota, 1985, Chapter
302 as amended in Laws of Minnesota, 1993, Chapter 375 and in Laws of Minnesota, 1995, Chapter 264, there is hereby established a special service district (otherwise referred to herein
as the "district") wherein the city may provide, or contract for public services to
be provided, of a kind or to a degree not required or performed elsewhere in the city.
Said special service district shall consist of the following area, except that portion
consisting of those zoning districts in which business, commercial and industrial
uses are not permitted under the Minneapolis Zoning Code:
That part of Minneapolis bounded on the north by the north line of Lots 6 and 14,
Block 32, Groveland Addition to Minneapolis and its extensions two hundred six (206)
feet west of the west right-of-way line of Hennepin Avenue and forty-four (44) feet
east of the west right-of-way line of Hennepin Avenue, and the centerline of Franklin
Avenue West, extended two hundred (200) feet east from the centerline of Hennepin
Avenue; bounded on the east by a line forty-four (44) feet east of the west right-of-way
line of Hennepin Avenue from the easterly extension of the north line of Lot 6, Block
32, Groveland Addition to Minneapolis to the centerline of Franklin Avenue W and a
line two hundred (200) feet east of the centerline of Hennepin Avenue from the centerline
of Franklin Avenue W to the centerline of 28th Street West; bounded on the south by
the centerline of 28th Street West extended two hundred (200) feet east from the centerline
of Hennepin Avenue and extended West two hundred fifty (250) feet from the centerline
of Hennepin Avenue; bounded on the west by a line two hundred fifty (250) feet west
from the centerline of Hennepin Avenue, from the centerline of 28th Street West, to
the centerline of Franklin Avenue West, and two hundred six (206) feet west from the
west right-of-way line of Hennepin Avenue from the centerline of Franklin Avenue West
to the north lot line of Lot 14, Block 32, Groveland Addition to Minneapolis. (2000-Or-028,
