Pursuant to the authority granted by the legislature in Laws of Minnesota, 1985, Chapter
302 as amended in Laws of Minnesota, 1993, Chapter 375 and in Laws of Minnesota, 1995, Chapter 264, and as provided for in Laws of Minnesota for 1996, Chapter 471, Article 8, Section
44, there is hereby established a special service district (otherwise referred to
herein as the "district") wherein the city may provide, or contract for public services
to be provided, of a kind or to a degree not required or performed elsewhere in the
city. Said special service district shall consist of the following area, except that
portion consisting of those zoning districts in which business, commercial and industrial
uses are not permitted under the Minneapolis Zoning Code: That part of Minneapolis
bounded by northerly line and its westerly and easterly extensions of Lot two (2)
in Block one (1) of St. Anthony City, a line and its northwesterly and southeasterly
extensions equidistant between the southwesterly line of 4th Street Southeast and
the northeasterly line of University Avenue Southeast as shown in "Regents Addition,"
centerline and its northeasterly extension of 23rd Avenue Southeast as opened across
Lots four (4) and seven (7) in Block sixteen (16) of "Regents Addition," centerline
and its northwesterly and southeasterly extensions of 4th Street Southeast, centerline
and its northeasterly and southwesterly extensions of 27th Avenue Southeast, a line
and its southeasterly and northwesterly extensions equidistant between the southwesterly
line of University Avenue Southeast and the northeasterly line of 2nd Street Southeast
(now known as Delaware Street Southeast) as shown in "Regents Addition," centerline
and its southwesterly extension of 25th Avenue Southeast, centerline and its easterly
and westerly extensions of Delaware Street Southeast, centerline of Huron Boulevard
Southeast, southerly line and its easterly extension at Huron Boulevard Southeast
and its westerly extension at Erie Street Southeast of Tract B in Registered Land
Survey No. 1646 Hennepin County, Minnesota, centerline and its northerly extension
of Erie Street Southeast, centerline and its easterly and westerly extensions of Delaware
Street Southeast, centerline and its southerly extension of Ontario Street Southeast,
southerly lines and their easterly and westerly extensions of Lots five (5) and six
(6) in Block seven (7) of Baker's Addition to Saint Anthony, centerline of Oak Street
Southeast, a line and its easterly and westerly extensions equidistant between the
southerly line of Washington Avenue Southeast and the northerly line of Delaware Street
Southeast, centerline of Walnut Street Southeast, southerly lines and their easterly
and westerly extensions of Lots four (4) and seven (7) in Block thirty-one (31) of
St. Anthony City, centerline and its northerly extension of Harvard Street Southeast,
centerline and its southerly extension of vacated Harvard Street Southeast, centerline
and its westerly and easterly extensions of vacated Beacon Street Southeast and a
line and its southerly and northerly extensions equidistant between the easterly line
of Walnut Street Southeast and the westerly line of Oak Street Southeast as shown
