Pursuant to the authority granted by the legislature in Laws of Minnesota, 1985, Chapter
302, as amended in Laws of Minnesota, 1993, Chapter 375, there is hereby established
a special service district (otherwise referred to herein as the "district") wherein
the city may provide, or contract for public services to be provided, of a kind or
to a degree not required or performed elsewhere in the city. Said special service
district shall consist of the following area, except that portion consisting of those
zoning districts in which business, commercial and industrial uses are not permitted
under the Minneapolis Zoning Code:
That part of Minneapolis bounded by 28th Street, centerline and its southerly extension
of north-south alley in blocks eight (8) and nine (9) of Windom's Addition to Minneapolis,
centerline of former one hundred (100) foot right-of-way of Hastings and Dakota Division
of the Chicago, Milwaukee and St. Paul Railway (now part of the Hennepin County Regional
Railroad Authority right-of-way), Dupont Avenue south, a line parallel to and one
hundred thirty-five (135) feet southerly of the southerly line of Lake Street west,
centerline of north-south alley in blocks twelve (12) and thirteen (13) of "Calhoun
Park," 31st Street, centerline of north-south alley as dedicated in blocks sixteen
(16) and twenty seven (27) of "Calhoun Park," a line parallel to and one hundred thirty-five
(135) feet southerly of the southerly line of Lake Street west, centerline and its
northerly extension of Knox Avenue south, centerline of Lake Street west, centerline
and its southerly extension of Knox Avenue south, centerlines and their westerly and
easterly extensions of east-west alleys in Hill and Latham's Addition to Minneapolis
and in blocks nine (9) and ten (10) of Dean's Addition to Minneapolis, centerline
and its northerly extension of Humboldt Avenue south, centerline and its westerly
extension of Lagoon Avenue and centerline and its southerly and northerly extensions
of north-south alley in block one (1) of Dean's Addition to Minneapolis. (86-Or-152,
