The powers of the agency as described and limited herein shall be vested in the commissioners
thereof in office at any time; a majority of whom shall constitute a quorum for all
purposes. The thirteen (13) members of the Minneapolis City Council shall be the board
of commissioners. The board of commissioners shall elect appropriate officers and
secretary from its membership. The board of commissioners shall adopt such rules and
bylaws as they deem necessary and appropriate to conduct the business of the agency,
provided that all actions adopted by the board of commissioners shall be by at least
seven (7) affirmative votes, and may appoint such committees as they deem appropriate.
All actions of the board of commissioners except those referred to the city council
shall be subject to veto by the mayor as provided in Chapter 3, Section 1 of the Minneapolis
City Charter. Those actions referred to the city council shall be subject to veto
