Should any of the sections, paragraphs, sentences, clauses or phrases of this chapter,
title or Code of Ordinances be declared unconstitutional or invalid, at the valid
judgment or decision of a court of competent jurisdiction, such unconstitutionality
or invalidity shall not affect the validity of this chapter in its entirety or any
of the remaining sections, paragraphs, sentences, clauses and phrases. (97-Or-063,
