The annual license fee and street cleanup fee for a horse and carriage livery service
shall be as established in Appendix J, License Fee Schedule. The cleanup fee shall
be collected by the licensing official with the annual license fee and shall be credited
to the department of public works for street maintenance purposes. The cleanup fee
shall not apply to licensees who operate for ten (10) or fewer days in a calendar
