The applicant therefor shall pay for the first and original certificate of competency,
master or journeyman and each renewal thereof, thirty dollars ($30.00). Whenever a
certificate of competency has not been renewed on or before November 1, a double fee
may be imposed. Any certificate of competency for which the renewal fee remains unpaid
ninety (90) days after such renewal fee becomes due, shall be canceled. (98-Or-022,
