Application for such license shall be made on forms supplied by the licensing official
which shall include a statement of the address where such manufacturing is to be conducted.
Before the issuance of any such license, the licensing official, the health inspector
and the chief of the fire department shall be notified of the application therefor.
If any such official, after proper investigation shall file objections, the city council,
after a hearing thereon, may refuse for cause to grant or reissue such license. (Code
