Upon the receipt by the licensing official of the application, and upon compliance
by the applicant with all the regulations, conditions and terms of this article, and
upon the payment of the fee, a license may be issued or denied, pursuant to section 259.30, to operate a shooting gallery at the location described in said application. (Code
