Any person desiring to carry on any carnival in the city may file with the licensing
official an application. Such application shall be made on forms furnished by the
licensing official and shall include the name, address and date of birth of the owner
and of the manager; and the proposed location of the carnival and the dates on which
and the hours during which the carnival will be operated. (Code 1960, As Amend., §
