§ 265.30. Declaration of policy.

As an aid in the interpretation and enforcement of this article, the city council declares it to be the policy of the council that no special council permit shall be arbitrarily disapproved or denied which will limit the rights of any individual to enter into the activities enumerated in section 265.10 which are lawful and permitted under other ordinances and laws of the State of Minnesota; that no special council permit shall be granted which will serve as an attempt to legalize any act or acts which are otherwise illegal under any law or ordinance; and that the council recognizes that the purpose of special council permits serves as an advisory factor to the council as a whole rather than an additional requirement for the engaging in activities enumerated in section 265.10.
