Every person, firm, partnership or corporation conducting any trade, business, profession or occupation or any multiple dwelling, wherein a license or license permit or registration is required, shall file with the licensing official or the building official, or appropriate department, a statement designating the name and address of the person authorized to receive citations, tags or notices from the city.
