The director of regulatory services shall notify the owner of the cost incurred in
razing or rehabilitating the building, under section 249.50, and the owner shall be responsible for the payment of the same, together with an
administrative fee of fifteen (15) percent of the cost, within thirty (30) days of
such notification. Upon default of payment after the said thirty (30) days, the cost
of such razing or rehabilitating and the administrative fee shall be levied and collected
as a special assessment against the property as provided for under section 227.100 of this Code, with interest at the rate of eight (8) percent per annum on the unpaid
