All containers in which solid waste is placed shall be made of metal or approved plastic
and be equipped with tight covers. Every dwelling unit, rooming unit, and shared bath
unit that utilizes city collection, pursuant to section 225.600 of this Code, shall be provided with an adequate number of serviceable mobile refuse
containers (MRC) as required by the director of public works to hold the solid waste
accumulated by such units until collected for disposal. Any container that does not
conform to all the provisions of this section, or that may have ragged or sharp edges
or any other defect liable to hamper or injure the person collecting the contents
thereof, must be promptly replaced by a proper container upon receipt of notice to
that effect from the director of public works. No container may be placed in or adjacent
to a public right-of-way for collection in such a manner that blocks access to any
curb cut or garage access point of any adjoining property. Plastic solid waste containers
shall meet the standards of the National Sanitation Foundation Standard No. 21 (as
revised 1975). A copy of the standard will be on file at the Minneapolis Health Department.
