As used in this chapter the following terms shall mean:
Driver.
Every person who drives or is in actual physical control of a vehicle.
Parkway
or
drive.
Any place under jurisdiction of the park and recreation board which is open to the
use of the public as a matter of right for vehicular traffic.
Vehicle.
Every device in, upon or by which any person or property is or may be transported
or drawn upon a street or highway, except devices moved by human power, or used exclusively
upon stationary rails or tracks. (Code 1960, As Amend., § 1040.020)
