Any member of the police force of the city whether appointed by the park and recreation
board or otherwise, shall have power to arrest and take before the municipal court,
or to imprison between the sessions of said court, any person or persons who shall
be found violating any of the provisions of this chapter except PB7-8, which is enforceable
