PB7.5-9. - Speed.

No person shall proceed along a pathway at a speed greater than is reasonable and prudent under the conditions and having regard for the actual and potential hazards then existing. In any event, speed shall be so restricted as may be necessary in order to avoid colliding with another and to maintain oneself in the general flow of movement at that time and location. (Pk. Bd.
