All rights and privileges reserved to local municipalities by Minn. Stat. § 471, Minn. Stat. § 415, Minn. Stat. § 169, and Minn. Stat. § 44, shall in no way be waived by any of the provisions of this chapter; nor does the MPRB waive any rights given it by the statutes of the State of Minnesota or the Charter of the city. (Pk.
