PB5-4. - Application For Permit.

  • All private bus, truck, limousine or trolley transportation shall apply to the MPRB in writing for a permit to operate on parkways and/or park roads. Each application shall include:

    (1)

    Name, address, and phone number of the applicant including the names, addresses, and phone numbers of owners, if a corporation,

    (2)

    The names, addresses, and phone numbers of any subcontracting parties that may operate under the permit,

    (3)

    Minnesota drivers license information of all drivers who will operate under the permit,

    (4)

    The motor vehicle insurance information for all buses that will operate under the permit,

    (5)

    A description of the route(s), schedule(s), and passenger fares including any contractual and/or sub-contractual arrangements providing revenue to the applicant,

    (6)

    Descriptions of all the vehicles that will operate under the permit including weight, size of tires, outside dimensions, seating capacity, and vehicle license numbers.

    (7)

    The signature(s) of the applicant(s) swearing to the truth and accuracy of the information and representations in the application,

    (8)

    Copies of all current safety certifications of all buses that will operate under the permit, and

    (9)

    Any other information that the staff of the MPRB may request before the issuance of permit.

    Upon review of the application, the MPRB superintendent shall determine whether the application is accurate and truthful, whether the applied for use of the parkways and/or park roads interferes with public access to park land or facilities, and/or whether applied for use unduly burdens park resources. Based on these determinations, the MPRB superintendent shall approve or reject the application. Notice of approval or rejection of the application shall be provided to the applicant within 30 days of the date of application. The applicant may appeal the rejection of the application to the MPRB at a regularly scheduled park board meeting. A vote of six members of the Minneapolis Park and Recreation Board is necessary to - grant approval to the applicant for a permit.
