  • Public Transit Systems may apply to the MPRB for a permit to operate on parkways and park roads if no other suitable non-park roads are available for essential public bus routes. The written application to the MPRB shall set forth the required necessity for the use of park roads by providing an explanation of the insufficiency of non-park roads for the essential public bus routes. The MPRB may, by a two-thirds majority, grant a permit to a Public Transit System if the use of the park roads is the only reasonable alternative for the necessary and essential use by the Public Transit System, and the use does not interfere with the public access to the parks or overburden park resources.
