  • (a)  Special assessment fund . The park board must maintain a permanent improvement fund, on its own or through the City of Minneapolis, into which go the proceeds from each special assessment levied or assessments paid against the property fronting or benefited by any improvement of a local character.

    (b)

    Payments . The park board may pay out of the fund for any improvement of a local character:

    (1)

    In anticipation of revenue from a special assessment levied against the property fronting or benefited by the improvement;

    (2)

    From any special assessments collected pursuant to this chapter for any improvement of a local character completed; or

    (3)

    To the extent that the park board otherwise bears the improvement's cost

    (c)

    Special assessments improvements . The park board may levy a special assessment that partly or wholly defrays or reimburses the cost of any improvement of a local character against the property fronting or benefited by the improvement.

    (d)

    Special assessment improvement defined . For the purposes of this chapter, an "improvement" includes any service or improvement to the parkway or parkland, including but not limited to

    (1)

    Maintaining a sidewalk as part of or adjacent to a park or parkway,

    (2)

    Paving, repaving, improving, or maintaining a public parkway or any gutter along a public parkway,

    (3)

    Laying, relaying, improving, maintaining, or extending a water main or sewer pipe in or through any public parkway, and

    (4)

    Installing, replacing, operating, or maintaining a streetlight on or adjacent to a parkway. (Pk. Bd. Ord. No. 2017-103 , § 1, 10-4-17)
