    PREFACE

    The 1990-1991 republication of this Code reformatted the 1976 Code to 8½ by 11 size in conjunction with incorporating changes to eliminate gender-based language and to confirm certain changes in officers' and departments' tasks. The republication was under the direct supervision of A. Lawton Langford, President, Robert L. Laslie, Vice-President Supplements, and Julie Weiler, Supplement Editor, of the Municipal Code Corporation, Tallahassee, Florida. Credit is gratefully given to the other members of the publisher's staff for their sincere interest and able assistance throughout the project.

    The 1976 Code constituted a complete republication of the recodification of the ordinances of the City of Minneapolis of a general and permanent nature. Source materials used in the preparation of the Code were the 1960 Minneapolis Code of Ordinances, as amended, through December 31, 1972, and ordinances adopted by the council subsequent thereto. The initial publication included such ordinances as adopted on or before June 13, 1975.

    The source of each section is included in the history note appearing in parentheses at the end thereof. The absence of such a note indicates that the section is new and was adopted for the first time with the adoption of the Code. By use of the Comparative Tables appearing in the back of the volume, the reader can locate any section of the 1960 Code, as amended through December 31, 1972, and any subsequent ordinance included herein.

    The titles of the Code have been arranged in alphabetical order and the various sections within each title and chapter have been appropriately catchlined to facilitate usage. Footnotes which tie related sections of the Code together and which refer to correlative Charter provisions and relevant state laws have been included.

    For the convenience of the user, the Charter is included herein, immediately preceding the Code, and the Park and Recreation Board Code of Ordinances is included following the appendices.

    A special feature of this Code is the looseleaf system of binding and supplemental servicing for the Code. With this looseleaf system, the Code will be kept up-to-date periodically. Upon the final passage of amendatory ordinances, they will be properly edited and the page or pages affected will be reprinted. These new pages will be distributed to the holders of the Code with instructions for the manner of inserting the new pages and deleting the obsolete pages.

    The successful maintenance of this Code up-to-date at all times will depend largely upon the holder of the volume. As revised sheets are received it will then become the responsibility of the holder to have the amendments inserted according to the attached instructions. It is strongly recommended by the publishers that all such amendments be inserted immediately upon receipt to avoid misplacing them and, in addition, that all deleted pages be saved and filed for historical reference purposes.

    The publishers are most grateful to Merry Keefe, City Clerk, Ruth Sobcinski, Council Documents Indexer, Becky Spensley, Supervisor, Council Documents Indexer, and others, for their cooperation and assistance during the progress of the work on this 1990 Code. It is hoped that their efforts and those of the publisher have resulted in a Code of Ordinances which will be a valuable tool in the day-to-day administration of the city's affairs.

    AN ORDINANCE

    (By Aldermen Munnich, Ford, Miller)

    Codifying the substantive ordinance law of the City of Minneapolis, adopting the "Minneapolis Code of Ordinances," and repealing certain ordinances, in accordance with Chapter 234, Minnesota Laws of 1959. (101-45)

    THE CITY COUNCIL OF THE CITY OF MINNEAPOLIS DO ORDAIN AS FOLLOWS:

    Section 1. The substantive ordinances of the City of Minneapolis of a general and permanent nature are hereby revised and codified in accordance with Chapter 234, Minnesota Laws of 1959. Such codification consists of Titles 1 through 20, and is hereby adopted as the "Minneapolis Code of Ordinances."

    Section 2. All ordinances of a general and permanent nature passed on or before June 13, 1975, which are not included in the Code hereby adopted, and which are in conflict with such Code, are hereby repealed from and after the first day of June, 1976. (Ord. of 4-30-76, § 1)

    Section 3. Ordinances passed since June 13, 1975, but prior to the effective date of the Code hereby adopted, are continued in full force and effect, and are modified or amended hereby where necessary to conform to the provisions and form of such Code. Where such ordinances amend provisions which are repealed by such Code, they shall be construed to amend the appropriate provisions of such Code which supersede or replace such repealed provisions. Such ordinances passed since June 13, 1975, shall be incorporated into such Code at its first annual revision, in accordance with section 1.70 of such Code.

    Section 4. Every person convicted of a violation of any provision of the Minneapolis Code of Ordinances shall be punished as prescribed in section 1.30 of such Code.

    Section 5. The Code hereby adopted shall take effect on the first day of June, 1976. (Ord. of 4-30-76, § 1)

    Incorporating nonsubstantive changes to the "Minneapolis Code of Ordinances," incorporating amendments thereto, and reenacting the Code of Ordinances.

    THE CITY COUNCIL OF THE CITY OF MINNEAPOLIS DO ORDAIN AS FOLLOWS:

    Section 1. The substantive ordinances of the City of Minneapolis of a general and permanent nature are hereby revised and codified in accordance with Chapter 234, Minneapolis Laws of 1959. Such codification includes all non-substantive changes to the Code petitioned and adopted by the City Council and ordinance amendments to the Code passed since June 1, 1976. Such codification consists of Titles 1 through 20, and is hereby adopted as the "Minneapolis Code of Ordinances."

    Section 2. All ordinances of a general and permanent nature passed before October 26, 1990, which are not included in the Code hereby adopted, and which are in conflict with such Code, are hereby repealed from and after the sixth day of July 1991.

    Section 3. All ordinances passed since October 26, 1990, but prior to the effective date of the Code hereby adopted, are continued in full force and effect. Such ordinances passed since October 26, 1990 shall be incorporated into such Code at its first annual revision, in accordance with Section 1.70 of such Code.

    Section 4. The Code hereby adopted shall take effect on the sixth day of July 1991.
