§ 2. 1963 Zoning Code design and maintenance of parking spaces.

  • (1)  Plan— As approved by the zoning administrator in accordance with standards approved by the planning commission.

    (2)

    Character— Accessory parking spaces may be open to the sky or enclosed in a building.

    (3)

    Surfacing—All open off-street parking areas and all driveways leading to such parking areas, except where accessory to a single-family dwelling, shall be surfaced with a dustless all-weather hard surface material capable of carrying a wheel load of four thousand (4,000) pounds. In addition, all driveways leading to areas other than off-street parking areas shall be surfaced with a dustless all-weather hard surface material capable of carrying a wheel load of four thousand (4,000) pounds for a minimum of twenty (20) feet from the curb line. Acceptable surfacing materials shall include asphalt, concrete, brick, cement pavers, or similar material installed and maintained per industry standards.

    Off-street parking areas and driveways accessory to a single-family dwelling shall be surfaced with a dustless all-weather material capable of carrying a wheel load of four thousand (4,000) pounds. Acceptable surfacing materials shall include asphalt, concrete, brick, cement pavers, or similar material, or four (4) inches of Class 5 crushed limestone, installed and maintained per industry standards.

    Compliance deadline. Open off-street parking areas and driveways in existence on the date of final passage of this ordinance shall be permitted to operate as a lawful nonconforming use in accordance with the provisions of sections 531.20 through 531.110 until November 1, 1993, when such nonconforming status shall become unlawful.

    (4)

    Screening and landscaping— All open automobile parking areas containing more than four (4) parking spaces shall be effectively screened on each side adjoining or fronting on any property situated in a residence property, or any institutional premises by a wall or fence not less than four (4) feet or more than six (6) feet in height or dense planting which will grow to a minimum height of four (4) feet in the first growing season or alternate screening as approved by the city planning commission.

    (5)

    Lighting— Any lighting used to illuminate off-street parking areas shall be directed away from residential property (and public streets in the B1 Districts) in such a way as not to exceed three (3) footcandles measured at the residence district boundary.

    (6)

    Repair and service— No motor vehicle repair work or service of any kind shall be permitted in conjunction with parking facilities provided in a B1, B2 or B2S District unless such accessory parking facilities are enclosed in a building, in which case, gasoline and motor oil may be sold within such [building ].
