§ 5. Study Sessions.

  • Study sessions permit detailed examination of specific subject matters or topics of interest which may not yet be formulated in the nature of a formal policy or proposal. Study sessions may be conducted as a full Council or by any of its committees. Study sessions do not require a formal agenda and may be conducted informally. No formal or final action may be taken on any matters presented or discussed in a study session, but direction may be given to prepare the matter for introduction through a standing committee. The Council President is responsible for approving the subject matter(s) and scheduling of all study sessions, but may delegate this duty to another Member.
