  • If the City Council, during any regular, special, or adjourned meeting, wishes to consider a subject matter that has not been previously referred to any of its standing committees, and, when for any reason it is desirable for the full City Council to consider a subject matter with the freedom of an ordinary committee, then the City Council may, by motion carried on a majority vote, resolve itself into a committee of the whole. A motion to resolve into committee of the whole must state the subject matter to be discussed, and such motion shall be non-debatable.
